How to Process DOST Final Clearance (Updated)

You may ask what does a DOST processing got to do with our wedding blog? Well, since both of us (Jay and me) are DOST scholars, might as well we will post this to help those who plan to also have their abroad ban lifted. When we planned to get our final clearance (yes, after serving five long years people), we consulted different blogs and official DOST sites for ideas. Most were helpful. So here is our account on the day that we finally decided to break free from the 5-year bond we have with the Philippine government.

Where to Start

Make sure that you have already completed your number of service for your scholarship grant. Please take note that counting of length of service is based on the number of days that you have enjoyed your scholarship. Yes, they count it up to the last day. So give a little allowance like 2-3 weeks.

Below are the requirements for DOST clearance to be submitted:

1. Letter of Intent (LOI)
2. Certificate of Employment/s (COE)

This pertains to your inquiry re- requirements for a DOST-SEI final clearance.

You mentioned in your letter that you have complied with your 5 years service obligation in the country equivalent to the number of years that you enjoyed your scholarship grant.  Please submit a letter request address to our Director, Dr. Filma G. Brawner and copi/es of your Certificate of Employment so we can evaluate the same for processing of your clearance.

You may e-mail the requirements or fax at 8390086.  The processing may take a minimum of 3 working days.  Upon receipt of the DOST-SEI final clearance, please bring the original documents for verification.

For further inquiries, please do not hesitate to call us at 8371333 or 8390083.

Going to DOST Office

After 3 working days (please take note of this people), you may call the SEI office on the numbers given above for follow up. Once they would confirm that your clearance is ready, secure all original copies of your LOI and COEs. The SEI office is located at DOST Compound, General Santos Avenue, Bicutan, Taguig City 1631. Please don't forget to bring an umbrella, face towel and a bottle of water, trust me these would be useful later.

For scholars from the province, you may take a ride on buses with EDSA route and alight near SM Bicutan. If you are from the North, the bus won't stop exactly at SM so you have to walk a little, take the footbridge crossing SLEX and you will see the PNR railways Bicutan station. If you are from the South just turn right and you will see the DOST Compound already. If you can't stand walking the 50-100 meter distance, you may ride the tricycle. You will need the umbrella here for sun protection. Upon entry, the guard will require you to sign an information sheet. Just put DOST Clearance as purpose.

You will notice that during office hours, there are little activities in the surroundings. Just find the sign pictured above and you will not be lost. Remember, you need to get to the SEI building for processing.

Processing at SEI Building

You will fill-up another information sheet at the guard area in the SEI building. Just explain to the guard that you will claim your DOST Clearance and he/she will just direct you to the designated room number.

Welcome to the Science Education Institute
Go to the assigned room number. The releasing officer will greet you and ask you for the purpose of your visit. After your obvious response of clearance claiming, he will ask your name and let you fill up the TRACER form. Please see link of the form below. You may download and fill up the form so you can expedite your request.

After submission of your TRACER form, the releasing officer would give a preview of the documents that you will receive.:

1. NBI Letter
2. BI and DFA Letter (one letter as of 2015)

This portion is no longer applicable [You will be reminded that the Bureau of Immigration requires a payment of PhP 500.00 for the lifting and processing would take 3 working days. The Certification looks like below:] 


Certification

After the courtesy and all, you are now ready to move on to the next stop. But don't forget to have the documents photocopied (clear copy not the cheaper ones) for reference and stamping.

Going to Bureau of Immigration (No longer applicable with the current process as of 2015)

From Bicutan, you can ride  a jeepney going to LRT Pasay. You will see the terminal right outside the DOST Compound. Alight at the Pasay Rotonda (in EDSA) and ride the LRT1 to Central Station. From there, you have choices whether to walk from Central Station to Intramuros or ride the pedicab. Please ask first the fare because some people have the tendency to take advantage.


Upon arrival, you will be greeted by a sea of people especially in the afternoon. Yes, BI is one of the busiest offices in the government, so after my experience I would suggest that you'd rather go there early in the morning. You will see Windows with different number assignments. Go to Window 12 for checking of records. This  may take a while since they will determine first if you have pending hold orders. After receiving the document at Window 12, you will be referred to Window 17 for receiving and scheduling. They will stamp the photocopy of your letter with "RECEIVED". Make sure the stamped date is correct. The personnel at Window 17 will remind you to come back after 3 days for the clearance document. Authorization letters in claiming the certificate is allowed. Just attach the photocopies of you and your representatives valid IDs for reference.


After 3 days,  you go back to Window 17 for the processing. Personnel will refer you to the person in charge. In our case, we were referred to the 2nd Floor at Atty. Mison's office. At the office, they will check the stamped copy of the request and inform you to pay the PhP 500.00 fee at the Cashier. After payment, they will release the clearance document. But wait, don't forget to check after a couple of days if your name was already deleted in the watchlist database. According to the in-charge, they submit the lifting orders collectively at the end of the day for clearing in their database. However, if you will be flying on the same day, insist (and they actually cater this) that they clear it immediately.


Going to National Bureau of Investigation

Since BI would take 3 days to release the clearance, you can drop by the NBI Head Office at UN Avenue. The main gate is fronting Taft Ave. while the NBI clearance issuing is along UN Ave. Go to the main gate entrance. More often than not, they (the guards) assume everyone visiting them for “clearance” seek the “NBI clearance” so they insist you go to the UN Ave. entrance, do not.  You will leave your ID at the guard and they will issue a Visitor's ID. You will be instructed to go the General Services Division at the 3rd Floor. You may ask there to whom you will submit the letter for DOST clearance.

They will get the original copy and stamp the photocopy as "RECEIVED". When asked on the specific date of the lifting of records in the NBI database, they did not commit an exact date but said that in time, it will be lifted. As of 2015, I was still included in the HIT list, although I am not sure what's the reason. Probably because I've changed my surname to Gomez and it is very common.

Going to Department of Foreign Affairs

Finally, after months of waiting, we have cleared our name in DFA or the Department of Foreign Affairs. Clearing with the DFA would mean that we can finally get our passport without conditions. Here's how to go to DFA:

You can ride a jeepney to MOA (Mall of Asia). From there you ride again a jeepney with Baclaran route. It will pass by the DFA Office of the Consular Affairs now located at Diosdado Macapagal Boulevard corner Bradco Avenue, Pasay City. Upon reaching the DFA office, find Gate 3 which looks like the picture below. Do not enter in other gates, go straight ahead to Gate 3. The guard will ask of your purpose and just say that you will go to the Director's office for the DOST Clearance.


DFA Gate 3
After entering Gate 3, find Door 1 and proceed to Passport Division. Find the guard and say that you need to submit the DOST clearance letter to the director (as of 2012 it is Atty. Felipe Carino III). You cannot go straight to the office because it is restricted and you need to submit the documents to the guard. Documents required are original letter addressed to the director of the DFA Passport Division and a photocopy for receiving. You can also send a representative provided you bring an authorization letter with photocopy of your ID.

 After submitting the documents, relax in the sitting area and wait until your name will be called. The process is a lot faster than other agencies, after about 10 minutes, your receiving copy with stamp is ready. If you have time you can apply for your passport right away.

[Update]: There are feedback from scholars that DFA is no longer strict in issuing passports. This is actually good news! However, just to make sure, you need to clear your name from the agency so you can sleep soundly at night.

And that's it folks! You are now free of your obligation with our Mother Philippines!

  4. Thank you for this post! Gusto ko lang magtanong kasi malapit na din matapos ung 4-year bond ko sa DOST, kelangan ba talaga na in line sa kurso ung job na pinasukan? kasi IT grad ako pero I'm working sa call center industry as an agent. Worried ako baka di nila iprocess ung clearance...

    1. Hi zupahbagz,thanks for reading our blog! I guess hindi naman masyadong strict ang DOST re job experience as long na meron kang Certificate of Employment. And pasok naman ang Tech Support as technical experience. But just to make sure, you may contact their landline above and inquire with them. Mababait naman ang mga tao sa clearance office. ;)

    2. very informative. thank you very much. I too had started my clearances from BI, NBI and DFA.
      in Bureau of Immigration however, it only took 30 minutes (though i came there at 1pm) to get back the stamped DOST clearance and I was neither asked for a 500 peso fee nor required to return. I wonder if the person-in-charge in window 12 missed out a process or two in my clearance. Same thing happened to another DOST guy requesting for BI clearance behind me.

      to zupahbagz, yes kahit di inline yung jobs, default pa din yung letter na ibibigay ng DOST sayo, it seems they are giving templates of DOST certificates and let the director sign it as long as you give them the COE's. i worked 3 different jobs for 5 years, one job is in call center, and NONE of those jobs are inline with my course.

    3. Hi Anynomous, thanks for your inputs. Can you confirm if the stamped indicated "NO DEROGATORY RECORDS"? If so, that was the process before they imposed the express processing which requires the 500 peso fee. In our case, we were informed already by the in-charge in the SEI office of the 500 peso fee. You can also check with BI if you have been lifted kasi mahirap na baka mamaya nga may naskip na process at mablock ka pa din sa airport. Or baka they have changed the process again. I'll post pictures soon of the BI documents para macompare din. :)

      Yes, that is exactly what is in the stamp, the "NO DEROGATORY RECORDS" stamp.
      When I received the document, I asked them if is is OK already and they said yes. Oh cr@p,!I should have asked specifically if my name was lifted already. I guess I have to go back, but I better call them first.

      Hindi na kasama sa Final Clearance Procedure ang pagpunta sa Bureau of Immigration. Only NBI and DFA ang dapat puntahan to submit NBI and DFA Letters

    7. I got my final clearance from DOST last Feb 4, 2013. I went straight to BI before going to NBI. My certification was stamped with "No Derogatory Records" in BI and when I asked if I need to go back, the officer told me it's already okay and there's no need to return. I was not required to pay any fee either. In NBI, it took me a few switches of buildings (main and annex) before I got the right one. DOST clearances are stamped with "Received" in the main building. Now I just need to go to DFA for the final stamp. I guess we just have to follow up with these offices to know if our names have indeed been cleared.

    I'm also done with the FINAL clearance, and would like to share a some of my experience as well.

    Just a bit of FYI from me, as of November 2012, these are the important documents that you need to accomplish and fax to DOST:
    1. Clearance Request Form which can be downloaded from the following link:

    2. Certificate of Graduation
    3. TCG's
    3. COE's: DOST is not that strict whether you practiced your field of study or not, as long as you were employed here in the PH with the equivalent year that you had the scholarship.

    And that were the only documents I faxed, no LOI or any other docs. It seems the clearance request form covers everything whatever you are requesting, so no need for LOI, unless you are requesting something that is not included in the clearance request form.

    is optional, because they will let you fill out a web based form, with the same information asked in the TRACER, in one of the PC's there once you visited them for the clearance documents. Therefore, you do not really need to submit an accomplished TRACER form.

      Yung DOST Tracer pala doon ka magfill-up sa computer mismo nila sa DOST-SEI. Di na kailangan i-download yung TRACER Form kasi bale wala din at di nila tatanggapin. Uupo ka talaga dun to encode details exactly kung ano ang nasa TRACER FORM.

    1. Hello, I heard from my other DOST friends that they have applied in the Regional offices but it will take a little longer. Although this is not confirmed. You may call your Regional office for confirmation just to be sure. Thanks for dropping by. :)

    2. An update to this inquiry, we have called the head office to check if it is possible to apply via DOST regional offices. As per their info, YES, scholars can apply via DOST regional offices and you will be the one who will indicate the address where the clearances will be sent. The scholar has an option to either send the documents to his/her address or to the respective DOST regional office. Hope this helps. :)

  12. Anyone knows how possible it is to get a passport without completing yet my bond here in PH? It just so happened that I will be sent by our company abroad for work-related matter which will take 2-3 days only. Sayang ang opportunity to learn. Please help. Thank You!

    2. While waiting for your clearance, you can also apply for a passport. Getting a passport needs time, so make sure that you process your clearance and your passport at least a month or two prior to your trip.

    3. Hi, just want to share, you can apply for a passport even you're not complete your years of service here. The only requirement for a passport are two valid ID's, no need for NBI clearance.

  15. Thank you so much for these very helpful details. I have managed to fax the requirements rather than submitting them personally to the office. If I may ask,

    1)Is 1 day manageable to submit the DOST letters to all 3 offices (NBI, BI and DFA)from the time you acquired the letters from SEI?

    2) In your estimate, how long did it take you from submission of requirements to fully confirming that you are cleared from all offices. I may probably be leaving the country in June 1st week and Im afraid if time will allow.

  16. hi bluebook, I know this is quite late but based on my experience I think you can manage submitting the 3 letters in 1 day provided you start early especially in BI. I'm not sure lang dun sa process ni BI kasi as per other scholars nagbago na ata. After your processing, kindly call them after, let say, 2 days to confirm particularly NBI. Praying that you can make it on time. :)

Hi, i applied for clearance last March and i received my clearance after 2 months thru courier, i only got 2 letters, 1 is certification stating that my name should be deleted to DFA, NBI and BOI and the other letter is addressed to NBI. May I ask should i received 4 letters? one for each Departement (NBI,DFA and BOI) and a certification or the 2 letters is fine.

    Please advise Im kinda worried because i need to process my passport very soon.

    1. Hi Anonymous, based on the comments above from other scholars there were changes already on the letters sent by DOST. If it was from them, then I guess this is the new process na. I guess what you needed to do is photocopy the first letter kasi for sure di na nila kukunin ang original if it is addressed to 3 government agencies. Basta iensure mo lang na meron kang receiving copy na nagprocess ka on the said agencies. Kindly post dito if meron na nga silang bagong process or if you are still in doubt you may call the DOST office landline above. Mababait naman ang mga tao dun they always cater questions from scholars thru phone. :)

  18. May nakakuha na ba ng clearance na non-compliance status? I submitted my docs last monday for clearance. Additional to the required docs is the breakdown of financial assistance which I requested from scholarship dept from my alma mater. Im really praying na ma-cleared na ako from obligation.

    1. Hi po. What do you mean on non-compliance status? What I know is for those who have not served the needed period of time for the scholarship, DOST shall give them a computation of the fees that needed to be paid in order to be cleared. Up to the last day po ang counting ng fee. Good luck po and wishing that you will finally be cleared po. :)

  19. Kahit ba renewal ng passport, kailangan pa din ng clearance? Nakakuha na kasi ako ng passport dati although hindi naman ako nakapag-travel. May appointment kasi ako ng renewal on July 1.

    1. Hi Pating, as advised by other scholars, every time you furnish any document from NBI, BI, DFA you needed to bring along with you all the Receiving docs you processed nung nagpaclear ka. Kumbaga mabuti na ang handa. Ang expectation dapat kung cleared ka na, wala na ding remarks na makukuha sa records mo with the gov. Pero kung nakakuha ka ng passport before pero di ka pa cleared may possibility nga na baka need nila ang clearance from DOST.

  20. can i ask if it is required to work on a public sectors company to be able to be counted the duration of employment, does it mean that working on a private companies will not be counted??

    1. Hi g.bague, all work experiences whether private or public are accredited provided it is in line with your course. DOST is not that strict naman in terms of work experience. You may call their office in the hotline above in case you wanted to make sure. :)

  21. first of all i want to thank the Erespe couple for posting this very helpful and informative blog. within a day, yeah ngayung araw lng na ito, na submit ko lahat yung mga clearances ko sa 3 agencies (NBI, BoI and DFA) with no hassles at all.
    1. sa NBI - niresib lng nila yung clearance at sinabihan lng nila ako na to always bring the the recieved clearance everytime na kukuha ng NBI Clearance.
    2. B of Immigration - tinatakan lng nila yung clearance ng "no derigatory records" at ok na daw(receiving dun sa window 12 at releasing sa window 11).
    3. DFA (gate 3) - di na daw dapat ipakita yung clearance sa Passport Division kasi daw may order na yung mga nasa taas na wala ng hold order sa mga DOST scholars. but just to make sure, i had to make them recieved my clearance tapos pina tatakan ko na rin para my evidence na pumunta na ako sa kanila.

  22. Thanks for this very informative post. Got my final clearance last Monday (July 1). I faxed my LOI and COEs on June 18 pero June 27 lang nila na-confirmed na ready na. I also received 2 letters only. I brought the original documents with me when I went there pero hindi na rin hinanap. I was also asked to fill up the tracer form sa PC.

    Based on what I've read here, no need na pumunta ng BI? If yes, so I guess sa NBI and DFA ko na lang kelangan magpa-clear.

    Pero nkapag work na aq dito sa pinas ng 5 years but in different companies.

  24. Just got mine last friday. 2 letter lang din ang nakuha ko. One is for NBI then the other one is certification for BoI, DFA and NBI. Sabi ni kuya i-pareceive ko lang daw yung sa NBI tapos no need na daw magpunta s BoI. Pag-apply ko daw ng passport e ipakita ko lang yung received copy from NBI saka yung clearance. Naka-sched ako for Passport application sa 19 so kung anong mangyari update ko na lang din. Thanks din sa blog na 'to at na-process ko na din yung final clearance ko.

  28. Hi question lang po. Nakapag-file na po ako for DOST clearance and I'm sure nakuha ko na rin ung clearance (just can't remember how many letters were actually there). Unfortunately, for me, hindi ko na sila makita ngayon. I'm not sure how it got misplaced, but, anyways, would you guys happen to know kung kailangan ko pa ba ulit gawin yung buong process or is there a simpler way of requesting to be refurbished anew of the clearance letters?   30. Hi. I processed my papers last Friday and indeed, there is no need to go to BI. You will only have to submit your docs to NBI (Main Building).

    To share my experience (Jan. 2015) here are some updated tips:

    1) At NBI main (UN and Taft Avenue), proceed to Visitor’s entrance and tell the guard that you need to go to GSD (general services division) to submit a DOST scholarship document. DON’T ever mention the word “clearance”, this is their trigger word to direct you to the NBI clearance center. Once they give you a visitor’s pass (bring a govt ID with you), they will direct you to go to the 3rd floor where the GSD office can be found.

    2) At the DFA new building (ASEANA complex near MOA), go to gate 3. Then go to Door 5. Then go to Passport division. Tell the guard to direct you to the receiving staff for DOST clearance submission.

    3) For DFA and NBI, make sure you acquire a stamped “received” copy from the receiving staff. This is your only proof that you already submitted the final clearance to these agencies. Do not forget to bring at least 2 government issued IDs with you.

    There is no need to submit your clearance to Bureau of Immigration. Just to be sure (if asked by the Immigration officer), bring your clearance documents when going out of the country.

  34. To readers. Currently passport application is very lax. I prepared for every requirement they stated on the dfa site, but when i arrived on appoinxtment all they asked for and took was my original nso certificate. Please note that I'm not saying that you would not need to go thru the steps in the blog post; you will still need to clear from dost, bi, and nbi.

So sa kanya nio na po iaddress ang LOI (letter of intent) nio.. and pwede nio rin po isend sa email nila instead na ifax ung COE and LOI.. eto po ung email nila: seischolarships@gmail.com .   37. Thank you for this post :) I just want to update as well para makatulong din sa lahat. I'm about to head to the Taguig office this morning (Jan 8) to get my final clearance. I sent all my requirements through email only last Monday, Jan 4. Here are the files I prepared:

    1. Letter of Intent (LOI) addressed to Dr. Josette T. Biyo
    2. Request Form (filled up)
    3. Transcript of Records
    4. Diploma
    5. Certificate of Employment (stating employment date)
    6. Tracer Form (filled up)

    DOST email: seischolarships@gmail.com

    Some people say only the LOI and request form are needed, others say DOST asks for transcript, diploma and COE, but just to be sure, I provided them all - and added the Tracer form for good measure.

    I just took pictures of #s 1-5 and sent the soft copy (in excel) of the Tracer form.

    The next day, I received a confirmation:

    Dear Ma'am:

    This is to acknowledge your request. Kindly follow-up its availability after 3-4 working days through (02) 839-0083 / 837-1333 / 837-2071 loc. 2382. Just look for Mr. Dante Corral.

    Yesterday, I called the hotline and asked for Mr. Dante Corral. Sir Corral said I can already go today to their office to pick up my final clearance :)

  39. Guys, thank you for your inputs especially to the authors of this post. I completed today my clearances at DFA, NBI and BI.. Same as Anon June252013 said.. Naiba lang sa BI (window 6 nireceive at nirelease yung original copy na may stamp na "NO DEROGATORY RECORDS") Di nila kinuha yung orig or photocopied letter ko.

  40. Guys, question lang about getting passport (my apologies if this out of topic here but still related).. I just finished submitting my clearances and wanted to apply for a passport for travel abroad this September 15 2016 but unfortunately the online passport application has no available appointments 'til 4th week of September.. I'm not a government employee nor have parents working in government for the courtesy lane.. As per DFA personnel, there's no more walk-in application except courtesy lane.. Do you know any other means to get a passport in a faster legal way?

  42. Guys, hiningan pa rin ako ng DOST clearance sa regional satellite office nila sa Lipa City. In-inform ko sila na na-lift na yun ban. Sabi nila lumabas kasi sa akin na may hit as scholar ako at di updated system nila kasi lately lang sila daw nag-appointment online. Good thing dala ko yung DOST clearance q na may received sign ng DFA Aseana.

  43. Hi, I had here all the clearance from DOST. Now, do I still have to go to Metro Manila (gov't agencies main office - DFA/BI/NBI) to submit all these docs for "received" stamp. Or I can do it locally in the nearest offices. By the way I'm here in Iloilo. Thanks and Regards.

  44. Hello. Your blog is very informative. It's been 16 years since I AWOLed from the scholarship. It was only last year that I learned that I was WITH HIt in NBI. I had o knowledge on how to get out from it. I will be submitting the requirements which I have read from this blog in the regional office. But would it be better if I will just send it through email? Since from the regional office it will be forwarded to the main office. Am I doing the right move?

    1. Ano po mga requirements para ma credit yung business sa Final Clearance?
    2. For COE, meron po bang requirements sa company na dapat pasukan para ma credit? Ano po ang kailangan para credited yung COE? meron bang instances na hindi credited ang COE?

    2. Kailan ka magstart bumilang ng 5years? From date of graduation ba? Last date ng stipend? Date ng scholarship grant?

  48. Hello, nakuha ko na yung letters ko for NBI, DFA nad BI back in 2014. Ang prob ko, hindi ko pa nadadala sa 3 govt agencies :( valid pa din kaya yung clearance ko na yun kahit dated 2014? O kailangan ko ulet magprocess ng request?

    After getting the final clearance, gaano katagal bago maclear sa NBI? I'm applying for permanent residence din kasi in Canada to be with my husband and NBI clearance is required, iniisip ko lang kung aabot ba yung NBI clearance sa application namin or isusunod ko nalang.

    I just got my final clearance from DOST this morning. I only got two letters, first is the certification letter and the second is addressed to NBI Director. I asked if it is not needed to go to BI and the lady said it's not necessary.

    So I guess, we only have to go to NBI to be cleared since there are no letters for BI and DFA Director. I also just received my passport (first time applicant) without any clearance from DOST presented.

  52. Just for the update.
    Nareceive ko na yung final clearance today. 2 copies bngay sken isang certification letter and 2nd is addressed to NBI.Ang baet pa nun releasing staff kase ngbgay n dn sia ng photocopied nung 2 letters. Sbi nia ung certification letter dalhin ko na lang kapag lalabas ako ng bansa at mag apply ng passport just in case lang dw na hingan aq ng clearance copy. Tumuloy na din ako s NBI pra ipasa un letter. Mbilis lng dn 5 mins lng tinagal s NBI..

  54. My husband thought he was all set for australia tour. However, it was only last night that he remembered that he has never filed any clearance to dost.
    We still continued packing his stuff and left this morning amidst the anxiety and all my worries.we were having lunch in terminal 1 but were also preparing to be sent home. We were hopeles.. then, i saw your post and got more nervous and discouraged. It was so informative that we got more frustrated.

  55. After speaking with Sir Dante at the Scholarship Office, I was advised to just email my letter of request addressed to the SEI Director (currently DR. JOSETTE T. BIYO) and attach a certificate of employment / service demonstrating fulfillment of the service obligation. These can be emailed to seischolarships@gmail.com. I will update on the process later, after I receive my final clearance.

    I'm a dost scholar kaya lang na term ang scholarship q on my 3rd year. Ngayon po naka pag trabaho na ako locally for more than 3 years. Pwede na ba akong mag pa clear? At ok lang po ba if wala ako TOR?
